CIRA Engages Northern Region Stakeholders on Transition from NCIC to New Regulatory Authority
Mzuzu, 3rd October 2025 — The Construction Industry Regulatory Authority (CIRA) on Friday held a stakeholder sensitization workshop at Mzuzu Hotel to raise awareness about the transition from the former National Construction Industry Council (NCIC) to the newly established Authority.
The workshop, the first in a series of regional engagements planned Lilongwe and Blantyre, brought together contractors, consultants, suppliers, and representatives from government institutions to discuss the implications of the new Construction Industry Act (2025) and the operational changes it introduces.
In his opening remarks, CIRA Chief Executive Officer Eng. Gerald Khonje said the transformation marks a new era of professionalism, quality, integrity, accountability, and efficiency in the construction sector.
“The establishment of CIRA is not just a change of name; it represents a shift towards stronger regulation, improved service delivery, and greater stakeholder participation. We want to ensure that all players in the industry understand and take ownership of this transition,” said Khonje.
He emphasized that CIRA’s mandate under the new law is to enhance regulatory oversight, promote fair competition, and strengthen compliance mechanisms to ensure that construction works across Malawi meet acceptable standards of quality and safety.
Participants commended the Authority for taking a consultative approach, describing the sensitization as timely and informative. During plenary discussions, stakeholders raised questions about licensing, registration, and capacity-building opportunities under the new structure.
The Northern Region session also provided a platform for CIRA officials to clarify operational guidelines, digital registration systems, and upcoming reforms designed to streamline industry processes.
Stakeholders applauded CIRA’s efforts in bridging the information gap and fostering collaboration between the regulator and players in the construction industry.
The transition from NCIC to CIRA follows the amendment of the Construction Industry Act, which came into effect in June this year. The reform seeks to align Malawi’s construction sector with international best practices, improve transparency, and support the government’s infrastructure development agenda.
