Commencement of the Construction Industry Act No. 28 of 2025

The Government of Malawi, through the Ministry of Transport and Public Infrastructure and the National Construction Industry Council (NCIC), is pleased to announce the official commencement of the Construction Industry Act No. 28 of 2025 on 19th September 2025.

This landmark legislation, assented to by His Excellency Dr. Lazarus McCarthy Chakwera, President of the Republic of Malawi, on 20th June 2025, marks a transformative step in regulating and modernizing the construction sector in Malawi

The Act establishes the Construction Industry Regulatory Authority (CIRA), which replaces and expands the mandate of the NCIC. The Authority will oversee licensing, registration, compliance, and enforcement of construction standards across the country. Key provisions of the Act include:

  • Mandatory licensing and registration of all construction firms, material suppliers and material manufacturers.
  • Enhanced compliance mechanisms including inspections and penalties for non-compliance.
  • Promotion of local firms and joint ventures to ensure inclusive growth.
  • Standardization of construction practices to ensure safety, quality, and sustainability.

The commencement of this Act is expected to usher in a new era of professionalism, accountability, and innovation in the construction industry. It aligns with Malawi’s broader development goals and Vision 2063, aiming to deliver quality infrastructure and empower local players.

The NCIC assures the public that efforts will be made to ensure a quick transition and that there is no interruption of services, as may be permitted by law, during the transition period.

The NCIC will host a series of sensitization workshops and stakeholder engagements to ensure smooth implementation and understanding of the new regulatory framework.
